Moving from Ontario to Quebec: Checklist, Paperwork and Movers (2026)

Updated September 2026. Quebec is the shortest interprovincial move an Ottawa household can make, sometimes only a bridge away, and still the one with the most paperwork: a new driver’s licence and plates, a health card with a waiting period, a different sales tax, a different lease system and a moving calendar built around July 1. This guide, written by an Ottawa moving company that runs the Gatineau, Montréal and Québec City corridors every week, covers what to do and when.

The 90-day clock in Quebec

1. Driver’s licence. Exchange your Ontario licence for a Quebec licence at the SAAQ within 90 days of settling in Quebec. Book the appointment early; SAAQ service centres in Gatineau and Montréal fill up in summer.
2. Vehicle registration. Register your vehicle with the SAAQ within 90 days and get Quebec plates. Quebec’s public plan covers bodily injury through the SAAQ; you still need a private policy for damage to the vehicle and civil liability, so arrange a Quebec insurer before the appointment.
3. Health card (RAMQ). Register with the Régie de l’assurance maladie du Québec as soon as you arrive. Quebec applies a waiting period of up to three months for new residents from another province; Ontario continues to cover you for up to three months after you move, so register promptly and keep your OHIP card until the RAMQ card arrives.
4. Schools. Most children of families arriving from Ontario attend French-language public school unless they hold a certificate of eligibility for English instruction, which depends on the parents’ own schooling. Check eligibility before choosing a neighbourhood if it matters to you.
5. Canada Post, CRA and Revenu Québec. Quebec collects its own income tax, so you will file two returns for the year you move if you are a Quebec resident on December 31. Our change-of-address checklist covers the Ontario organisations to notify.

What actually changes

• Sales tax. Quebec charges GST plus QST for a combined rate just under 15%, against Ontario’s 13% HST.
• Buying a home. Quebec charges a land transfer duty on purchases, commonly called the welcome tax, billed by the municipality after closing. Budget for it separately from your closing costs.
• Renting. Quebec leases run on a standard form issued by the Tribunal administratif du logement, most of them ending June 30, which is why July 1 is the busiest moving day of the year in the province. Lease transfers and assignments are common and rent-increase rules differ from Ontario’s.
• Language. Government services, contracts and workplaces operate in French. In Gatineau and west Montréal you will manage in English day to day; further east, you will not. Our crews are bilingual and building superintendents on the Quebec side expect it.
• Living in Gatineau, working in Ottawa. Thousands of people do it. You pay income tax to the province you live in on December 31, register the car where you live, and keep your Ontario employer’s payroll deductions reconciled at tax time.

Moving day, Quebec style

If your lease starts July 1, book the truck the moment it is signed; Quebec movers and Ottawa movers alike are fully booked weeks ahead for the last days of June and the first of July, and prices reflect it. Elevator bookings in Montréal and Gatineau towers are the other bottleneck. If you have any flexibility, moving in the second week of July or at the end of June on a weekday is easier and cheaper than the day itself.
